India wants to be Europe's weapons maker, and that means Ukraine too. Will China allow it?

India sees the war in Ukraine as an opportunity to dramatically expand its weapons export industry. India is the world's largest importer of advanced weapons, but can build high volumes of ammunition. They focus on munitions for NATO artillery, such as the 155-mm howitzer, and are able to produce 155 shells for less than a third, compared to Pentagon contractors. The European Union is racing to find new suppliers of weapons, now that their arsenals have been run down because of large deliveries to Ukraine. And, they hope to rebuild their own stocks, to the levels that can sustain thirty days of intense combat. India's arms shipments to Europe has quintupled since the war in Ukraine began, with most of those weapons eventually routed to Ukraine itself. Russia, which is India's main oil and advanced weapons supplier, as well as a fellow BRICS member, has made their objections to India's ambitions clear. But it is China who may have the final say: Indian arms makers now face the same supply chain issues as the Pentagon and the EU. China's antimony export ban means that in order to make the bombs that India wants to build for Europe, they first need to get China or Russia to sell antimony to them.
