The administration had already mobilized the National Guard to Los Angeles to put down anti-ICE protests after the U.S. Immigration and Customs Enforcement (ICE) launched violent raids across the city as part of the president’s mass deportation plan. Past U.S. presidents have sent the National Guard to suppress protests and uprisings many times. Most deployments were made in the 1960s to quell unrest triggered by police brutality and discrimination against the Black community. Then-President Lyndon Johnson said the National Guard needed to be used to restore “law and order” and leaned into a conservative conspiracy theory that “Black power radicals” were inciting the unrest. Johnson commissioned an investigation, which found that the cause of the unrest was actually white racism. President Donald Trump has strained the limits of U.S. law to aggressively deport immigrants and asylum seekers – even against judges’ orders. He has also leaned into right-wing conspiracy theories of white “replacement” and threats to the safety of U.S. citizens.
