Under a ruling established in 1948, men who devote themselves full-time to studying Jewish texts are given a de facto pass from mandatory military service. But as Netanyahu’s government has waged wars across multiple fronts in the past two years, the army has faced a shortage of manpower and Netanyahu's other right-wing coalition partners and opposition parties have argued that ultra-Orthodox men must share the burden of military service.
