        <description>Melbourne has been seemingly in the grips of a youth crime crisis, as exemplified by the recent events surrounding Northland Shopping centre. In reality, the upward tick in crime reflects a more underlying failure of Victorian society. Victoria spends the least on child care services, on public housing, yet the most on police and prisons out of all the states in the country. Clearly, the overreliance on the criminal justice system, the hodge-podge half-baked policy agenda of the Victorian Labor Party regarding criminal justice reform has been ineffective, and ultimately fails everyone involved.
