Israel’s actions in Gaza meet the legal definition of genocide, says Israeli-British historian Avi Shlaim. Speaking at a panel in London titled "Genocide in Gaza: Trump’s Policy, and the Crisis of Law and Media", organised by the International Centre of Justice for Palestinians, Shlaim cited both legal definitions and recent findings by international bodies to support his assessment. He referred to the 1948 Genocide Convention, which defines genocide as acts committed with intent to destroy, in whole or in part, a national, ethnical, racial or religious group. Shlaim said Israel’s military campaign in Gaza meets at least four of the five criteria, including killing members of the group, causing serious harm, inflicting conditions calculated to bring about destruction, and imposing measures intended to prevent births. Quoting figures from the war, he stated that more than 56,000 people have been killed in Gaza, 70 percent of whom are women and children. He also noted the destruction of 70 to 80 percent of civilian housing, the targeting of hospitals and infrastructure, and the forced displacement of 90 percent of the population. Shlaim added that the International Court of Justice, in a ruling issued in January 2024, found a plausible risk of genocide and ordered Israel to take provisional measures to prevent it. He said Israel has ignored these orders. He also highlighted what he described as the unusual visibility of the war, noting that acts of mass violence and destruction are being live-streamed rather than concealed. He said that senior Israeli officials, including the president and prime minister, have made public statements that reflect an intent to destroy Gaza’s population. He said that such rhetoric has historically paved the way to genocide. Shlaim concluded by noting that while he had previously avoided using the term genocide to describe Israeli policy, Israel’s war on Gaza had led him to revise that position.
