        <description>When the US state responded to the Depression, it wasn’t with reform, it was panic. As Soviet central planning proved its industrial superiority, Washington was forced into the unthinkable, copying the very system its rulers claimed to oppose with the Reconstruction Finance Corporation (RFC).  It became core to the New Deal, pumping over ten billion dollars into private industry to save capitalism from itself. But having proven planning could outperform market anarchy, the RFC was dismantled by the very capitalists it had rescued, before workers drew the obvious lesson.  This article analyses the RFC within its context and draws comparison with China’s model of state-directed co-investment. Drawing upon those lessons, this article argues Australia should build a Sovereign Development Fund, a new institution that keeps permanent public equity in every industry it helps create. The argument for a Sovereign Development fund is essentially a transitional demand, one that subordinates finance to social need, locks capital inside the national borders, and builds the institutional muscle for deeper socialisation.
