Last year, the ICC issued arrest warrants for Netanyahu, former Defence Minister Yoav Gallant and Hamas leader Mohammed Deif for alleged crimes against humanity and war crimes over their actions on 7 October 2023 and after. Deif’s arrest warrant was cancelled in February after Hamas confirmed his death late January. The arrest warrants technically oblige member states to hand over Netanyahu and Gallant to the ICC were they to visit, although several countries, including the UK and Germany, have failed to clarify whether they would do so. Netanyahu’s visit comes as Israel has renewed its war on Gaza with full force, killing over 1,000 Palestinians over the past 17 days and indicating long-term plans to occupy the strip.
