The move follows new registration rules that require organisations to hand over extensive personal data on Palestinian staff members and their families; these rules have been flagged as posing undue risk on employees, who fear being targeted by Israeli forces, as well as potentially contravening EU data regulation policies. Shahd Mousalli, Oxfam GB's Senior Humanitarian Influencing Advisor, described the unfolding situation to MEE as "not a neutral administrative procedure... but a new registration regime introduced and designed specifically to make the humanitarian operation impossible in Gaza". Mousalli went on to highlight how while the new registration requirements are impossible to comply with, "Oxfam and other humanitarian organisations have engaged with the Israeli authority and have proposed multiple alternative arrangements...
