After stating they were “trying to verify” the event, Herzog claimed that “part of the strategy of this jihadist movement is to base its infrastructure of terror, let’s say missiles, long-range missiles, in civilian surroundings”. He added that Israel and America have to “offer a better future to millions and millions of Iranians”. Israel has frequently argued that its killing of civilians in Gaza and Lebanon is due to the alleged presence of military targets in civilian areas, saying that their enemies use civilians as “human shields”. Critics have argued against their reasoning, saying it does not relieve Israel of its duty to avoid civilian casualties and that Israel itself has military facilities located in civilian areas.
